（本网记者郭先旗 赵晓艳北京报道）4月22日，财政部、监察部、审计署、国家预防腐败局联合召开电视电话会议，对开展全国政府采购执行情况专项检查工作进行动员和部署。
为深入贯彻落实党的十七大精神，规范政府采购行为，加强反腐倡廉建设，维护国家和社会公共利益，提高财政资金使用效益，根据国务院领导批示精神和中央纪委《关于中央和国家机关贯彻落实2008年反腐倡廉工作任务的分工意见》的部署，财政部、监察部、审计署、国家预防腐败局决定在全国范围内开展政府采购执行情况专项检查。检查定于5月开始，9月结束，拟分为自查自纠、重点检查、整改提高和验收总结四个阶段进行。检查的范围是各级采购人、采购代理机构2006年和2007年政府采购执行情况。
财政部部长谢旭人在会上讲话，他指出，《政府采购法》实施五年来，政府采购工作取得了显著成效，采购规模不断扩大，由2002年的1009.6亿元增加到2007年的4000亿元左右，五年累计节约财政资金1800多亿元；采购范围深入拓展，由单纯的货物采购扩大到工程及服务领域。但也要清醒地认识到，我国政府采购制度改革起步较晚，尚有较多不完善、不规范的地方，与《政府采购法》的规定还有一定的差距。开展政府采购执行情况专项检查，是规范政府采购行为的一项重要举措，是保障政府采购参与各方合法权益的重要途径，是强化公共支出管理的重要手段。要从学习实践科学发展观、推进依法行政和深化政府采购制度改革的高度，充分认识这次专项检查的重要性和必要性，切实增强做好专项检查工作的责任感和紧迫感。政府采购执行情况专项检查工作是今年全国财政工作的一项重要内容，各级有关部门尤其是各级财政部门，要紧紧围绕专项检查的任务和部署，把握政策，明确要求，切实加强领导，精心组织，依法检查，加强协作，扎实开展工作，确保政府采购工作全面、深入、健康发展。
中央纪委常委、监察部副部长、国家预防腐败局副局长屈万祥在会上对纪检监察机关如何配合做好这次专项检查，进一步推进政府采购工作提出了要求。他说，各级纪检监察机关要以积极、认真的态度和扎实、有效的作风，全面做好专项检查的各项工作。在检查中，要注意把握和体现改革创新、惩防并举、统筹推进、重在建设的反腐倡廉建设基本要求，主要针对存在问题，查找法律制度、管理体制、监督机制、操作执行等方面存在的缺失和薄弱环节，找准有效预防腐败的关键环节和关键部位，并通过深化改革和创新体制机制，形成有效预防腐败的长效机制。对于在检查中发现的各种违法违纪行为，尤其对领导干部违规插手政府采购活动谋取私利的问题，对在政府采购活动中规避招标、虚假招标的问题，要严肃查处。国家审计署副审计长董大胜在会上对审计机关如何做好这次专项检查工作提出了要求。财政部部长助理张通宣读《关于开展全国政府采购执行情况专项检查的通知》。
中央纪委副书记、监察部部长、国家预防腐败局局长马马文主持会议。她在会议结束时强调，做好政府采购工作，是落实党的十七大关于“加快行政管理体制改革”和“加强反腐倡廉建设”重大战略部署的必然要求，是从源头上防止公共资金滥用和滋生腐败的重要措施。对全国政府采购执行情况进行专项检查，是2003年《政府采购法》施行以来的第一次，各部门要采取有效措施，把专项检查的各项工作切实落到实处。各级财政部门要切实担负起牵头责任，各级监察和审计部门要密切配合，形成合力。要认真研究贯彻落实的具体措施，精心组织、精心安排，做到人员落实、任务落实、措施落实，一级抓一级，层层抓落实。对工作不力造成消极后果的，要追究有关领导的责任。
据悉，为确保这次专项检查工作的顺利进行，经财政部、监察部、审计署、国家预防腐败局共同研究，成立了“全国政府采购执行情况专项检查领导小组”。由谢旭人担任组长；屈万祥、董大胜、张通担任副组长。领导小组下设“全国政府采购执行情况专项检查领导小组办公室”作为其办事机构。
